Professional Activities

1992-2002 Main partner of "Moreno Ocampo & Wortman Jofre"
Law firm specializing in corruption control programs for large organizations, negotiations, criminal and human rights law.
The firm has acted in Argentina as a Private Inspector General for public service companies which were privatized and other large private companies. It has also carried out programs in the National Reinsurance Institute, the National Taxation Bureau and the Ministry of Labor and Social Security of the Argentine Government.
The firm has worked in many public interest cases (e.g. the extradition of Nazi officer E. Priebke requested from Italy, the trial against General Prat's murderer, political bribery cases, journalists' protection cases.) In the last few years, he has negotiated gender and money conflicts between shareholders in three of the largest companies in the country.

1990-2002 Consultancy Work The World Bank, the Inter-American Development Bank and the United Nations have hired him to aid governments in controlling corruption. He worked in the Dominican Republic, Bolivia, Venezuela and Peru. The World Bank has also hired him to train its own managers and people in government in Latin America and Africa. He has given seminars in his specialty in more than 18 countries of Latin-America, Canada, USA, UK, France, Italy, Ugandy and South Africa. He has given seminars at Yale, Harvard, Stanford, New York University and Columbia University on justice, human rights, and corruption.

1988-92 Criminal Federal District Attorney of Buenos Aires 1988: He was in charge of the trials against the military responsible for the Malvinas-Falkland war and those who headed the 1988 military rebellion.
1988-92: Dozens of large public corruption cases
1991: In charge of the trial against the those in the military who participated in the December 1990 rebellion.
1985-87 Trials Related to the Argentine Democratic Transition
1985: Assistant prosecutor in the trials against the military junta
1986: Assitant prosecutor in the trials against the chief of the Buenos Aires Police Force
1987: Argentine prosecutor in the extradition process of General Suarez Mason, which was carried out in California, USA.

Academic Activities

Winter 2003: Robert Kennedy Visiting Professor at Law School of Harvard University.

Winter 2002: Tinker Visiting Professor at Latin American Center, Stanford University.

1992 to current: Associate Professor, Criminal Law Department, University of Buenos Aires.

1988-90: Researcher of the program "Human Rights and the consolidation of democracy: the case against the Argentine militaries." Centro de Estudios de Estado y Sociedad (CEDES) (State and Societal Studies Center) with the support of the John D. and Catherine T. MacArthur Foundation and the Ford Foundation.

1984-85: Deputy Director of the Research Center of the University of Buenos Aires Law School.

Publisher: Planeta Espejo de la Argentina, 1996. The book explains the operation of the system which led to the massive crimes by the military dictatorship.

Pro Bono Activities

9-2002: Co-founder of Poder Ciudadano, a non-governmental organization which promotes citizens' responsibility and participation. He is currently its President.

1995-2002: Member of the Advisory Committee of Transparency International, a world-wide organization that reduces corruption in international business transactions. He is the president of Transparency International for Latin America and the Carribean.
